Health Canada's Pest Management Regulatory Agency (PMRA), pursuant to subsection 8(1) of the Pest Control Products Act, is granting registration for the sale and use of Clove Leaf Oil Technical and DE 070 EC containing the active ingredient rectified clove leaf oil belonging to DE company to control potato sprouting.
Rectified clove leaf oil is an essential oil derived from the clove plant that can act as a plant growth regulator and can be used to control potato sprouts prior to shipping. Rectified clove leaf oil destroys the growing points of any sprouts present prior to packing and shipping potatoes.
The registration of DE 070 EC will provide the potato industry with a new option for the management of sprouting in potatoes and a new product for the organic potato sector specifically.
Sprouting in potatoes can lead to substantial losses in quality and marketability. DE 070 EC is applied to damp-dried potatoes on a roller prior to packing and shipping, which is consistent with current industry practices. DE 070 EC is effective at controlling potato sprouts when applied as directed.
The Proposed Registration Decision PRD2025-13, Rectified Clove Leaf Oil and DE 070 EC, containing the detailed evaluation of the information submitted in support of this registration, underwent a 30-day consultation period ending on 27 November 2025. The evaluation found that, under the approved conditions of use, the health risks and the value of the pest control products are acceptable. Health Canada received written comments in support of this registration, as well as a comment relating to the health assessment, during the public consultation period conducted in accordance with section 28 of the Pest Control Products Act. Health Canada also received comments that were not directly related to the proposed decision in PRD2025-13, Rectified Clove Leaf Oil and DE 070 EC.
A Canadian grower group expressed strong support for the registration of DE 070 EC as a sprout inhibitor for potatoes, stating that it is an essential tool for both conventional and organic potato growers who require a reliable, effective sprout-control product for domestic and export markets.
A Canadian farming company also expressed support for the registration of DE 070 EC, emphasizing its importance as a sprout inhibitor in organic potato production.
